How do I get custody of my daughter when I can't find her father?

You have custody! She's in your care and he hasn't shown up to see her. If he wants visitation one day get a lawyer and take him to court. He owes you back child support too. Don't say "you don't have custody". You have been caring for her & she is in your custody.
