Will a new desktop make a difference?

I have a 3 year old dell desktop, it works fine but would a new computer be noticeably faster with the basics, web surfing, e-mail, etc? My components are 2.83 core 2 duo processor (e8300), 4 gig of ram, and a 9500gt nvidia graphics card. Does it pay to get a new machine?
